There are 5 mining pools that controls over 90% of hashrate, bitcoin core is the client that most people use. Developers of core are obligated to do what sponsors want them to do. Yeah , Bitcoin is not captured.

When almost 20% of the nodes on the network support a network change and 0% actively reject it with a URSF or a MRSF that's not Bitcoin anymore. As Jeff Booth says "As long as it stays decentralized and secure".
