I think it's past time that we start adding qualifiers to the phrase "cannot ___"

Because - in particular - "cannot legally" does not in any way imply "cannot physically."

And to be frank, as it comes to concerns of things coming to pass, legal barriers seem rarely an impediment.

If we can't discuss a physical barrier, then a legal one doesn't mean much.
