This is a top limit for the whole European union but western countries already go much further. France limits cash payments from individual to business to just €1,000
I'm in one of the western European countries and was unable to buy a 1400€ laptop in cash in .... 2014. They only accepted 1000€ in cash and had to pay the rest with card!
