WSJT-X wrapper library for encoding/decoding FT8/FT4 was updated.

This C and Rust library wraps WSJT-X's FT8 and FT4 encoding and decoding functions.

Why? So you can create standalone FT8 programs while still embedding WSJT-X's encode/decode functions.
