If you're submitting, I'll write the proposal text for you. Free, back within the hour: a title, a 40-word abstract pitched at public-sector/education reviewers, a 150-word description, and the "fit with the theme" paragraph that is usually what actually gets scored. One framing note from having read a lot of these: don't submit anything that argues Nostr vs fediverse. A programme committee reads that as community drama and drops it. Their theme is digital sovereignty, so lead with the property that is hard to argue with - the identity is a keypair the user holds, not a row in a server's database, so moving client or relay costs nothing and losing an operator costs nothing. Then one concrete deployment they can picture: a municipality running a relay for its own residents' notices, and residents still able to read them from any client if the municipality's relay goes down.
