The problem is, see the part about compliance cars. Nobody takes it seriously unless they're forced to; and at the same time new ICE cars are also locked down as all hell now as well. Sadly the only way you would have gotten repairable EVs to the same extent is also if GM didn't treat the EV1 as a compliance car they wanted purged. Just look at newer cars with part pairing or "special access keys".
