It is out of the box action. Typical rules are hands off the leaders, but that always assumed assasination, which is why it was not allowed. But when they create a legal issue and just send in the cops, they skipped the war part all together. Wild stuff. Sets a new precedent.

The major issue I see in taking Venezuala is it may embolden China to want to take Tawain.
