My interpretation of this: It's a last ditch effort to ignite a panic and create a revolt against Trump.
They won't release the real files because that also releases their hold on most of the government. If their minions go to jail, they get replaced by guys who aren't controlled by AIPAC (or at least not as efficiently). If they don't go to jail, they no longer have anything to fear.
They also won't release fake files implicating only the ones they want gone, because that would probably fall apart in court and could be contradicted by the real files. It also means the impact of the real files would be lessened and, again, their minions would have less to fear from betrayal.
