Paid relays. Pick your favorite relay (not feasible right now, but soon) perhaps one will ban those types.
Here is the full guide to using paid relays:
1. Visit https://relay.exchange
2. Look up some relays (operator npubs are listed so you can see who is running it)
3. Pick one you like
4. Put your npub in and pay the invoice
5. Add the relay to your list of relays (be sure to set both read & write)
Done.
