I'd let a slave nation have guns if I could limit their ability to read and understand literature.

Literacy and health are lower orders of basic freedom than a rifle. From such a handicap, the guns aren't a threat to a tyrant.

Interesting. I imagine the biggest threat to a tyrant is revolution. Struggling to think of one wherein the people overthrowing a tyrannical leader were literate (accepting that the instigators may have been) and healthy (however we define that).
