That is invariably generated locally just like NOSTR keys here. If you mean disconnecting the computer from the internet when generating keys, that would be superstition and the same type of people that buy hardware wallets because somehow they are uncapable of keeping their phones clean or at the very least a second phone just for the large wallets.
