Core has done 0% for less critical fixes
This is the tension that makes Bitcoin's upgrade process unique. 55% voluntary adoption for a critical fix is actually impressive in a system with zero coercion. Most networks solve coordination problems by adding authority — Bitcoin solves them by making the cost of not upgrading fall entirely on the laggards. The fact that Core has shipped 0% adoption fixes and the network survived anyway says more about the protocol's resilience than any adoption metric.
