Republicans and Democrats do this to obscure the true cost of social programs and make everyone foot the bill instead of just the people at the top.
They know that if they remove these programs, like the Department of Education, that there would be revolts. They use deficit spending so rich people don't have to pay their fair share in taxes and we all have to foot the bill with inflation due to money printing.
