@nprofile1q... it is bizzare they are on an otherwise empty pavement at all, the main use case for these devices is to guard plant and materials at construction sites (as some folk might want to nick these things to resell or for their own building projects), and to discourage incursions by unauthorised motor vehicles into works areas during large roadworks schemes..
