The ironic thing is that no one can agree on a definition of money, so trying to enforce "monetary-only" transactions is an impossible task.

Eventually there will be someone who will define what monetary means for everyone else, and Luke Dashjr wants to be that person and say what is and isn't allowed on Bitcoin in general.
