i've played in this playground before and they will use ANY technicality at all in your wording to deny this.
the only time these word games have worked for me was Accepted For Value on an egregious penalty for "false" consumption tax refund claims. that technique totally wrote off the bill, though they tried to deter me by sending a note signed off on by the secretary of taxation, that my set-off command was not valid.
after a few months pondering on their response, i sent a letter asking them why they did not return my payment instrument if it was not indeed a payment instrument, and that was that. never saw another novated bill after they canceled the first one.
idk about this other stuff about claiming sovereignty. fundamentally that still puts you in their net because you then become like a foreign ambassador who they will only acknowledge at their discretion.
my experience in this tells me that covert passive resistance is the only path to freedom, and one of the key measures is distance from their administrative centers.
