The emergencies they create don't JUST allow them to take more power. They operate on a mafia business model. Riots that scare the normies & make them clamour for police protection, & emergencies that appear so large that "only govt can address them," are important to justify the collection of more "protection money" in the form of new taxes & monetary inflation, & to bolster the religious belief that govt is necessary.
