I think so… Normally it took a second to show a dialogue “restore…” when you log in on second device….

See if you've got a follow list on any of the relays that can be reverted here: https://heguro.github.io/nostr-following-list-util/

If the restore pop up is not showing in Nostur but you still have all your follows there (check sidebar left side to be sure), you can just follow or unfollow someone and it will have the same effect as restoring your follow list

https://following.space keeps (i think) 3 of your most recent follow lists. You could try using that to recover maybe? Or https://follows.nostr.com
