A month later, a happy outcome! Unity kept the default behavior being buggy, but added a (very hidden) setting to un-bug the terrain shadows. Per-Terrain object, you need to switch inspector to Debug mode and uncheck the new "Enable Heightmap LOD Frustum Culling" toggle. This is in 6000.0.76, 6000.4.9, 6000.5.0b10, 6000.6.0a6 versions.
