Mass network outages are mostly nothing to do with malicious actions. Instead, they are the impact of accelerating ingression of solar energy into the Earth through polar cusps that are increasingly coinciding with the direction of the Sun.
This energy is funneled down into the arctic region, filling the atmosphere and propagating down in waves to the equator to dissipate. The first sign is low-latitude auroras.
