It is what it is. Lightning has made it so you don’t have to wait 10 minutes for confirmation. As merchant adoption grows hopefully on chain settlement grows.

The last high fees environment made the Network more efficient. There will another one caused by new users.

Low fees are great for users. Volume has also moved to lightning. What’s the concern? That miners aren’t getting more fees?

Perhaps a better question would be what happened in the past few months that the mempool got empty. Bitcoin didn't change. Something else has.
