And you are right, they WILL (and do) come after people. However, the people who get dragged by the IRS and are threatened with garnishment/liens etc. are those who filed and promised to pay, but failed to do so.
I unfortunately am someone who has "payment arrangements" with IRS, and I am obligated to pay those, paying what I can (it's all back taxes from years ago when I was dumb).
Now, starting in 2025, I did not make any "income" (excise) that they can claim, so I am no longer filing from here on out, just paying for my past stupidity.
You CAN legally write to them with corrections/disputes on 1099s from any person who traded money for your services, as it is not defined legally as ”gross income”.
People trading labor for money is not an excise which the federal government can tax:
