Think of the negotiations like this:

Iran is a pot deal, USA is the customer. The US keeps trying to buy pot, without money, and Iran keeps telling them to come back with money or there is no deal.

Is a pot deal happening here? Not until someone shows up with money right?

In this scenario the price of admission is "end the blockade." Is the blockade still going? Then there were no peace talks.
