"unlicensed money transmission" has got to be one of the most egregious and revealing of the **victimless** crimes on the books.

Money is a medium that humans use to communicate and trade time and value with each other. being involved in the process of the voluntary transmission of value between multiple consenting parties where nobody has a claim of wrongdoing or damages requires a "license" from the government?
