i think client based, some one drop some knowledge on me.

but njump still has it accessible, what other clients, if it is clients, dont honor deletion requests?

AFAIK, honoring note deletion requests is a relay-level decision. The npub sends a deletion request via their client to their connected relays. The relays then choose to delete or not.
