Am I missing something?

Tulsi Gabbard announced her resignation as DNI on May 22, Bill Pulte was appointed acting DNI on June 2, and Jay Clayton was nominated as the permanent replacement on June 11.

Yet on June 12, the ODNI published a press release referring to "DNI Tulsi Gabbard" in the present tense and announcing new guidance issued by her. She also records by video.

If Pulte is acting DNI, why is ODNI still presenting Gabbard as the DNI and issuing official directives under her name?
