According to Iran’s Mehr News Agency, a 14-article draft memorandum of understanding between Iran and the United States includes provisions for:
The complete lifting of the U.S. naval blockade within 30 days.
Suspension of sanctions on Iranian oil and petrochemical exports.
An immediate and permanent end to hostilities on all fronts, including Lebanon.
The reopening of the Strait of Hormuz within 30 days under Iranian arrangements.
A requirement for the United States and its allies to present reconstruction plans for Iran worth at least $300 billion.
A 60-day negotiation period on nuclear issues and the full removal of sanctions.
Exclusion of Iran’s missile program and support for resistance groups from the final negotiations.
The release of $24 billion in blocked Iranian funds during the talks.
Availability of half of those blocked funds before final negotiations begin.
Final endorsement of any Iran–U.S. agreement through a United Nations Security Council resolution.
