Silent Payments solves only 1 issue which is the address reuse problem. it doesn't solve anything else. You still have to do a lot of work if you want to do private transactions. Merging UTXOs is still an issue with SP etc.
It is not new and not a magical tool.

BIP47 solves the same issue BUT it has more use cases like coordination, authentication, verification.
