There is scientific evidence that HF waves from radars and antennaes can heat up the atmosphere in an area and cause changes, the question for decades was but by how much can this happen. Also the GCC states have been cloud seeding and doing cloud manipulation with the US for a long time now as well. Between these two techniques its becoming obvious they were the cause of the droughts in that region.
