Many of those low productivity workers, if given a chance to work and learn, could become higher productivity workers who could produce and earn more. With a high minimum wage, they never get that first job that allows them to learn and grow and be worth the higher wage (or risk to the employer). This makes them eternally dependent on the government for existence. Maybe that is the point.
