Miley obviously thought it was not out of the realm of possibility that Trump would respond to losing the election by literally nuking someone. You don't do, what he did, otherwise.
I would however think, that's what it would take - an order to nuke someone might, MIGHT, shake his hold over the military. Maybe.
You see why I'm not loving that bet though right? I do genuinely believe however this possibility, however remote, is probably why Trump hasn't already nuked Iran.
