anyway we eventually solved the reverse-DNS problems (do you know how often colleges break their reverse DNS? ALL THE TIME) by making everything free.
although the site still did reverse DNS checks, ...
and the problem of the jpeg-tiffs was solved with hacking the TIFFCP source to handle the weird jpeg variant it used, so it could convert them to g4 compression and then run through the usual g4-to-pdf tool
