In every single case, responding within 24-48 hours (per the provider's policy) has ALWAYS prevented any service interruption....

Possibly someone is filing malicious complaints in an attempt to shut you down. You should try working with the provider to resolve the issue. Good privacy-oriented VPS providers are harder and harder to find these days.
