Not saying I actually believe Iran is about to normalize $1 million bitcoin tolls through the strait, but IF THEY DID, would it be possible currently?

Lightning Network has settled a million dollar transaction in seconds. We're talking ~$20m a day in tolls. Could it handle this kind of volume?

Just pay on chain, and wait the standard 6 confirmations (~1 hour on average). It's not like they're going to be holding up the queue at a toll booth.
