I assume it is the rich people refusing to pay taxes. I mean werent many of those beatiful constructions ordered by wealthy and powerful man?
today "the rich people" won't be allowed to build any of these buildings anymore.
The states already collect enough money by taxation but instead of investing in the public interest they squander and pay for they own privileges (and their friends).
