It always amazes me that someone can be in this situation. I know the market is tough, and has been for a while, but how can you not be actively looking for a job?

Not an American here. Why is that ? Because the government supports them ? Or because they are self sufficient?

Accurate if you include retirees and students. Without those it's ~11%. OK if those high school kids and 80 year-olds don't work?
