Apparently is the cost of handling cash money, merchants having Bitcoin ATMs in their store actually would like to charge even higher percentages.

One of our local machines is 15% and a 5% spread. I can’t see it being used enough to even bother being there.

I don't have any near me anymore but when I did, they charged 20%. Wasn't worth trying. To this day, I still only hold BTC from zaps, nothing more. I have yet to find a no-KYC solution that works for me, unfortunately.
