So is it profitable to produce these chips elsewhere when chinese production is the cheapest and most efficient?
Is it ecomomically rational to produce it more expensive for example in Europe? Do you want to invest in this Project? I wouldn´t.
And do you think when china, hypothetical speaking, decides to kill the production, that the world just accepts it and move on without ASIC?
It will shift when it is economically necessary. I don´t have "faith" in china. I have faith in all the miners around the world already securing it with high hashrate.

But for Monero Google just needs to ramp up the Datacenters. They do have lots of CPUs...

Why they didnt kill it yet... dont know. Probably because it still costs a lot to do so and they don´t see it as enough of a threat yet. But thats just my speculation.
And just for for the sake of completeness, CPU production is also very centralized.
