well conspiracy and criminality are separate issues. systems don't automatically provide coordination without active management. even with covid you had outlier localities that didn't comply.
but if you are looking at it from a systems think approach then we should be focused on diversification of governance models. there have been big centralizing pushes in governance of late but there certainly isn't the interest alignment within those systems yet that could provide the coordination power to pull this off. if it did exist it would be quantifiable because the current governace system would necessitate it being so.
