This is where my LDAP example came into play. I was talking about LDAP as an entity not for LDAP per say. Something like pgp keyserver that will hold the delegation information so all the relay can see and could be distributed so no one can claim authority.

The people who are managing the account can create a note that could be send to the owner of the public key, the owner sign it and either send to to relay or send it to maintainer so he can send it to the relay.
