If you're houseless, you can't sleep anywhere (& you're barely even allowed to stand anywhere). You can get in trouble simply for asking someone else for help ("no panhandling"), & if you ever acquire anything too big to haul around with you, it's going to be thrown out by the cops.
Depending where you are, it may even be illegal for people to get together & hand out sandwiches to hungry people.
It's effectively illegal not to own or rent a residence & not to have money for food & necessities.
