Pretty much. In Europe, the central bank is trying to make the CBDC intentionally bad so people don't use it. In America, the commercial banks want legislation to make stablecoins bad so people don't use them.

Central banks like ECB and Fed will stop at nothing to maintain control, crushing innovation like interest bearing stable coins to protect their own toxic debt machines.
