Nah, a rando can't do that much with only an IP address, only if you use a super outdated router. If not, the maximum they could do is knowing the city where you live.

I think everybody should be using Tor all the time, or as much as humanly possible. Since there would be more traffic, it would be harder to monitor the network and easier to hide amongst all the other traffic.
