The more you ship Tor by default and expect its use and the more common it becomes, the less strange it becomes to be using Tor. So instead of "you use Tor???" The conversation changes to "duh, everyone uses Tor, you must be some sort of idiot if you don't".

I think everybody should be using Tor all the time, or as much as humanly possible. Since there would be more traffic, it would be harder to monitor the network and easier to hide amongst all the other traffic.
