So with Boltz shutting down does that decrease obfuscation with changes from on chain to Ln and back again? Because don't the major LN use Spark? I'm not sure and I'm legitimately asking

It depends how Boltz, under a new team, will view an anon UTXO being swapped (anon, not from a OFAC listing).
Rest of the swap providers do bother, afaik, to make it uneasy, to keep users unsure, whether or not the swap will process.
Boltz had a huge (the API) so I think the decrease is happening.
The bigger problem will be major LN nodes starting enforcing channels originating from 'not an anon' UTXOs.
