I don’t see how they could unless they pulled something like what Iran did and shut down their entire internet infrastructure.. short of that I don’t think they can. It’s trivial to set up a relay.

They can prevent normies from accessing it by banning the client apps from the app store and banning the websites associated with it. But as far as I understand it's practically impossible to stop the nostr. It would be whack a mole at best.
