I'm not sure anybody wants to attack North Korea. There's a ton of people that still live in the stone age there. Yes, the humane thing would be to free these people from their oppressors but neither South Korea nor China want to have millions of starving, ill people that wouldn't know the first thing to be productive in their industries.
