In my opinion it's a measure for controlling coin privacy. Limits on XMR withrawal will make people prefer to take out their money in a less-private coin.
It could also be fractional reserve price suppression.
They don't have all the Monero they say they do and have been selling paper Monero to suppress the price and now they want you to fund their balance so they get enough Monero to actually wind it down.
