I'm adding two new opcodes to mesa/nir, because it's "great".

One that is ffma (always fused), one that is fmad (never fused) and one that can't decide how it feels today and goes on a trip to find itself to declare that the wisest choice is to not make a decision on whether one is fused or not fused.

So the plan sounds alright ...
