Ham permissionless? Not in the US. Local hams are willing to turn you in to the FCC if you're not licensed. In addition, the military can easily wipe out your signal, preventing anyone from hearing you.

The US government sadly wants you to have a license from taking an exam in order to be a HAM operator. There is an app called bitchat that uses bluetooth to send text messages with no license.

It gets better: you can use cheap walkie-talkies to talk directly with satellites and send free SMS to others up to 1500 KM away. This is from the last NOSTR event in Portugal some two months ago, we'll soon have NOSTR through space: https://youtu.be/Nb_VUSaNw8k back to earth.
